Library users must register at the service counter.
External users are required to submit an official written request to use the library.
External users should wear a visitor pass.
Library users should dress appropriately to stay in a respectful and pleasant environment.
Loans
The number of books that a course participant may borrow is determined by the course's duration.
Users are liable for any loss or damage to borrowed books and may incur penalties.
Report any library material missing to the service counter immediately. Users can either pay double the price of the item or replace those that have been lost.
Users may not lend books issued in their name to others.
Loans can only be renewed once.
Return of Books
Borrowed reading materials must be returned to the service counter before or by the due date to avoid fines.
Users will be notified about the book return deadline. Users can decide whether to return or renew.
Users should not return books to the shelves
Red Spot Collection
Red Spot Collection is controlled by the library officials and is placed behind the service counter on the first floor.
Internet Access
Public WiFi is available.
Interlibrary Loan (ILL)
The library staff will process requests through the National Union Catalogue System.
The library will alert the user to any updates.
Membership
All IDFR staff have borrowing privileges and may utilise the library's collections, services and facilities, which have been extended to all Ministry of Foreign Affairs and SEARCCT officials, Malaysian Ambassadors, researchers, and foreign embassies in Malaysia.

Circulation
IDFR staff and course participants are eligible to borrow reading materials from the library, pursuant to the loan eligibility.
External users may need to borrow books via the Interlibrary Loan Service (ILL).
References
Referrals could be made during library hours; however, access to online journals requires approval from the librarian.

Inter-Library Loan Service (ILL)
Books that are not available in the IDFR library can be borrowed from other libraries that are members of the Publishing Supply System Service coordinated by the National Library of Malaysia.
The lending period is regulated by the guidelines established by the supplying library.
Users should utilise the IDFR Library Online Catalogue (OPAC) to search for books before requesting ILL.
